I think it's actually komuz shredding from Kyrgyzstan. I'm pretty sure these are komuz, the playing style looks typically Kyrgyz (and I've seen more acrobatic performances), and the hats seal the deal for me.

I agree with fred.
They are not turkmenian, certainly.
I am russian but was born in Turkmenistan and spend all my life in that country.
Most of all, they are Kyrgyz.
