Lost Ralph Bakshi film?

I remember this. Well, somewhat.
Back in the day (late 80's/early 90's) when Kim's Video on St. Marks was a labyrinthine second floor maze of titles you couldn't find anywhere else, I remember seeing this added to an existing video tape. To clarify: back then many indie and import titles were recorded to VHS from import laserdiscs and the cassettes rented out. Apparently the other material on the tape didn't come close to filling the tape, so this little short was on the tail end. The sad part is that I can't for the life of me, remember what the feature it supported was. Not 'Apocalypse Now' I'm sure, as that would have had it's own release (therefore it's own tape). More likely something animation related, probably Spike and Mike. Amazing how these things turn up again, thanks for posting it and the flashback.
