the band is "khun narin phin sing", from ban sak ngoi in phetchabun province.
they seem to be playing for an ordination ceremony. Andrew notes the vests, which are similar to those worn by motorcycle taxi drivers, but in fact that's just the band uniform. since the band name is emblazoned on the back, i can assure you they aren't advertising taxi service... of course, they could be inviting the comparison, for some rural cred.
